Prices vary with group size, agency and what's included (theory online or in-class, gear, photos, insurance, sometimes accommodation). Shore-diving areas like Amed and Tulamben sit at the cheaper end; island-based courses on the Nusas cost more because everything involves boats. If a quote is dramatically below the range, ask what got cut — usually it's group size or instructor time, which are the two things you actually want.
Where to learn
Amed & Tulamben — our pick for pure learning. Calm shore entries (Jemeluk Bay is a natural classroom), cheap accommodation, and your certification dives can include the USAT Liberty wreck — most divers wait years for a wreck that good. Also Bali's freediving capital if that's your path.
Padang Bai — compact and convenient, with Blue Lagoon as a sheltered training site and great critter diving between skills.
Sanur — the practical choice if your trip is based in the south: plenty of established schools, pool facilities, and boats out to the Penida sites for the post-course fun.
Nusa Lembongan / Penida — learn where the mantas live. Pricier logistics, cooler water, and some sites are beyond a fresh Open Water card — but as a base for your first post-cert dives, hard to beat.
How to pick a school (the questions that matter)
- Group size: ask the maximum students per instructor. Small (2–4) is worth paying for.
- Time, not speed: a 3-day course rushed into 2 is a red flag. You're buying skills, not a card.
- Gear condition: ask when regulators were last serviced; look at the rental gear rack. Tatty gear tells you about everything else.
- Insurance & safety: do they carry oxygen on the boat/truck? Do they know the chamber locations? Any pro outfit answers instantly.
- Vibe check: message them first. A school that answers questions patiently before you've paid will teach patiently after.
PADI or SSI?
Both are everywhere in Bali, both certifications are recognised worldwide, and both teach the same core skills. Choose the instructor and shop, not the acronym.
